Consignment Management Application

SCT’s shipment tracking software, CMA, has been deployed by NATO since 2004 and used also by Spain, Denmark, Poland, Sweden, Norway, Australia, Netherlands and Canada. Designed and developed to meet the standardisation requirements of the NATO Asset Tracking Working Group (AST WG) and the relevant Standardisation Agreements (STANAGs), CMA provides a fully compliant and interoperable solution.
First released by Savi Technology Inc in 2004, a new generation of CMA, version 8, was developed and built by SCT and released in February 2018 and this latest iteration provides users with the ability to interoperate with NATO partners in accordance with the latest versions of, amongst others, the AAP-11(D) – better known as STANAG 2185 (edition 4) – along with the NATO AST business process model, AAP-51(B), which has introduced the commercial GS1 terminology of Transport Packages, Shipments and Consignments.
CMA - Availability
Today, CMA is available either directly from SCT or for NATO and PfP nations via a catalogue listing with NSPA. CMA 8 is architected for Web Services integration with third party systems such as SAP. Potential integration scenarios with a third-party inventory system of record would be the creation of Transport Package and Shipment records which are then automatically forwarded to CMA for tag association and tracking followed by an automatic destination arrival message being sent from CMA. 

CMA also automatically integrates with the NATO Support and Procurement Agency (NSPA) Routing Hub (NRH) – which is itself a version of CMA – for routing both AIT Detect (Tag Reads) and 2185 messages between Nations. SCT has developed CMA into a modular solution suite that is available as either an on-premise licence deployment or as a Cloud service, as shown here.

CMA Routing Hub provides a complete AIT Routing Hub service between the NATO Commander, Nations and 3PLs.
CMA 3T (Tag, Track & Trace) provides a GS1 compliant RFID and GPS sensor-based shipment tracking solution with a purpose-designed reporting dashboard.
CMA InS provides military users with full AAP-11D and AAITP-4 (STANAG 2185 Edition 4) interoperability message generation, receipt and translation capability for interfacing legacy Logistic Information systems to the NATO (NSPA) CMA Routing Hub.
CMA MSS (Military Shipment Solution) combines CMA 3T with CMA InS to provide a national shipment and asset management solution with Edge software for field Operations.
CMA InS
CMA InS enables NATO nations to swiftly and inexpensively comply with their NATO Asset Tracking interoperability commitments, whilst future-proofing them against future amendments to interoperability standards.
NATO Force Goal 4052 and associated Asset Tracking STANAGs commit NATO nations to having an interoperable asset tracking capability so that
NATO Commanders can know the identity, status, quantity and location of specified assets assigned to their commands.
CMA InS provides full AAP â€“ 11D (STANAG 2185 Edition 4), Interoperability message generation, receipt and translation capability for interfacing legacy logistic Information systems either to the NATO NSPA Routing Hub (NRH), or to partner nations.
CMA InS generates STANAG 2185 messages from data provided by legacy ERP, WMS or Inventory systems. Following validation of the data, CMS InS parses it into the mandatory fields needed and forwards to the recipients systems (NRH or partner nations), as needed.
CMA InS receives inbound messages from the NRH or partner nations, translates 2185 Edition 3 as well as TIP messages, for feeding back to the legacy system of record.
In addition, CMA InS generates relevant Serial Shipping Container Code (SSCC), identifiers, if this NATO mandated field isn’t already enabled
by existing legacy system.
Able to be installed on a single â€“ tier machine and utilizing freeware operating system software (significantly reducing traditional software licencing costs), CMA InS provides the option of running within the DMZ security layer, whilst maintaining the option of being installed on two – tiers when databases are required to be maintained in a secure layer.
CMA InS is available either as a perpetual licence for in-house installation or as a cloud service.
A typical deployment includes:

A services engagement to define and build interfaces to the legacy information system
b)
Support and assistance to arrange, configure and test the connection to the CMA-powered NSPA Routing Hub.
c)
Installation and user-acceptance testing leading to handover.
CMA Dashboard
We have designed CMA 8 to provide users with actionable intelligence and this is best seen in the CMA Dashboard which displays the immediately relevant information to the user – shown is a screenshot of a CMA Dashboard. This is designed from the perspective of two main user roles which are those of the logistic headquarters and of a supply chain node such as a port of disembarkation
So, what the dashboard is telling you is how many shipments are en route, how many are due, how many are late, the last reported position and any subscribed alerts such as corridor deviations, destination arrival, security tampers etc. The user can drill down from the dashboard to look at the shipment, transport package and asset details and into a more detailed view of location reports from GPS sensors. This means the supply chain node user can plan and allocate resources needed to manage inbound shipments and it means that the headquarters staff can truly monitor the supply chain flow, being automatically alerted to delays and related issues so that proactive steps can be taken to maintain an effective flow of material.
CMA 8 enables what we at SCT Technology term ITFM – In-Transit Flow Management. So, what is ITFM all about? Let’s break it down, first the ‘In-Transit Flow’. This is the movement of assets between consignors and consignees. CMA handles these in accordance with the GS1 construct of assets into transport packages into shipments – the same process dictated by NATO’s AAP-51 (asset tracking business process).

Next, to manage the flow you need data, data which CMA 8 translates into actionable intelligence. This intelligence includes where the assets are, being alerted when the flow is delayed / late, diverted from authorized routes and security alerts when the asset is being tampered with.

So, with the intelligence provided by CMA you can now management the In-Transit Flow. You can change transit routes to avoid further delays, identify resources (manpower, handling equipment and storage) to efficiently deal with the inbound flow and identify risks to the efficiency of the flow and make changes to shipping plans accordingly.
